Place the short ribs flat on a plate, sprinkle evenly with minced garlic, then add 1/3 pack of Sauce for Black Bean Chicken and mix well.
Bring water to a boil in a steamer. Steam over high heat for 15–20 minutes until the ribs are fully cooked and tender. (Tip: Check once midway; if there is too much sauce, uncover for the last 5 minutes to reduce the liquid.)
